About West Virginia (WV) Lottery

THE HISTORY OF WEST VIRGINIA LOTTERY

The people of the state of West Virginia endorsed the Lottery Amendment to the State Constitution by voting in its favor, and the first event took place on November 6, 1984. For this amendment, the votes counted made up about 67% in favor, from the total.

Then, in April of 1985, the Legislature of West Virginia authorized the Lottery Act. This act was signed into legalization by Governor Arch A. Moore, Jr. one month later in May. Then, the tickets started being sold by lottery agents and bought by the general public on January 9 the next year, about seven months after the legalization. It is a surprising fact that for a lottery so new to the game, the WV lottery managed to sell more than 1.5 million instant tickets on the very first day. These tickets were for “West Virginia Jackpot” which is now known as West Virginia Lottery’s first every instant game. The highest prize for this instant lottery game was $5,000.

WHAT HAPPENS TO THE MONEY?

In proceeds, the West Virginia Lottery has managed to give around $10 billion to the local people of the state. When it comes to all the profits and benefits generated by the West Virginia lottery, besides going to the owners of the prize, they are distributed amongst three main sectors of the state – Education, elderly and tourism.

Ever since a few years after the creation and launch of the West Virginia lottery, profits of more than $3.3 billion have been given to the educational funds and even schools of the state. This money can be helpful for not only students in kindergarten or pre-school, but all students up to college students can take advantage of this money. This money has been very helpful in construction of new schools and even renovations in already existing schools, etc.

A significant amount of money ($1.25 billion) also goes into making the lives of the elderly better. These benefits take care of tens of thousands senior citizens’ health issues, their food and even their long-term care needs, alongside their vehicular requirements and their property tax credits.

About $1.1 billion of the earned profits goes into maintaining the state’s scenery and natural beauty. It’s also used in providing a wide-range of outdoor activities, which also help in attracting visitors from all over the globe.

Here is the list of Frequently asked questions about West Virginia lottery, if you have additional question, please write to us. Happy to help you.

Can I remain anonymous after winning?
If the winning is worth $1 million or more, West Virginia law permits winners to remain anonymous with regard to their name, personal information, and likeness. The winner database on wvlottery.com has a list of all other winners who have been made public.
What happens if I accidentally lose a winning ticket?
Tickets that are lost or stolen are not the responsibility of the West Virginia Lottery. On the back of any winning tickets, print your name exactly as it appears on your government-issued documentation, and sign it right away to protect yourself. It's crucial to keep in mind that West Virginia Lottery tickets are bearer instruments, meaning that anybody in possession of one may submit a claim unless the ticket is signed by the legitimate winner.
Can the Powerball or Mega Ball numbers be used in the first five numbers?
That set of five numbers (the white drawing balls) cannot be used or become one of those numbers, and none of those five numbers can become the Powerball, Mega Ball, or Hot Ball. For the purpose of drawing and choosing winners, the two sets of numbers are kept separately and distinct. The odds are calculated utilizing TWO distinct sets of numbers in this manner.
Is the Lottery safe?
The Lottery is one of the state government's most closely watched departments and is set up with a complex network of checks and balances. The West Virginia State Police and other organizations audit all financial records, and each employee, vendor, and licensed store must pass a thorough background investigation. The drawing techniques involve a number of security safeguards to guarantee their unpredictability and integrity. All drawings are supervised by a team that consists of a security guard, an event manager, and an impartial auditor.
Can the lottery prize be shared among a group of people?
You can share some lottery winnings, including those from games like PowerBall, Mega Millions, Hot Lotto, and CASH 25. At the time of filing the claim, this decision has to be made. Some limitations do apply. For tax purposes, the people and their respective shares are reported. Checks for PowerBall annuities are sent to each person.
Can I order lottery tickets over the phone, in the mail, or online?
No, the legislation as it stands forbids such transactions. Also, selling tickets across state lines is against federal interstate trade rules. Purchases of tickets must be made at a West Virginia Lottery-approved retailer location.
Who can play the West Virginia Lottery?
To purchase tickets, you must be at least 18 years old. You can receive tickets as gifts and win prizes even if you're under 18. According to West Virginia Lottery legislative regulations, all tickets must be bought from licensed lottery retailers.
Are lottery prizes taxable?
Yes. Income taxes apply to all prizes. Any win over $5,000 must have federal and state taxes withheld by the Lottery. The lottery deducts 24% of federal taxes and 6.5% of state taxes due in West Virginia. Non-US resident's prizes are subject to federal back-up withholding.
Can I buy the West Virginia lottery ticket if I live outside the state?
Tickets for the West Virginia lottery can be purchased at nearly 1,500 locations across the state. Federal interstate commerce regulations prohibit the sale of tickets via the telephone, internet, or mail.
Does the Lottery place winning instant tickets in certain parts of the state?
No. During the manufacturing process, winning instant tickets are randomly included into the packs of instant tickets. The packs are dispersed throughout the state at random by the lottery. This mechanism gives players in one region of the state the same opportunity to purchase winning instant tickets as players in any other region of the state.
Does the lottery computer know if I've won or lost when I purchase a ticket?
No, buying a lottery ticket and picking the winning numbers at random are two entirely different processes. Before the drawing, no one is aware of a winner.
